Technical SEO
Content and links get the attention, but they operate on top of a substrate: can a crawler reach the page, is it allowed to index it, does it render without JavaScript the crawler will not run, is it fast enough, is there one canonical version of it rather than four.
Technical SEO is unglamorous because when it is right nobody notices. It becomes visible only in failure — a staging robots.txt shipped to production, a migration that dropped redirects, a JavaScript framework that renders nothing to a crawler.
The highest-value technical work is usually consolidation: finding the four URLs serving the same content and making them one, so the signals stop being split.
A single bad directive can remove a site from the index overnight. No amount of content strategy survives that.

What people get wrong
The claim
“Technical SEO is a one-time audit.”
What is actually true
Every deploy can introduce a regression. It is a monitored property of the site, in the same way uptime is.
